Le Président Macky SALL a réuni le Conseil des ministres, mercredi 27 mars 2019 à 10 heures au Palais de la République.

A l’entame de sa communication et en cette dernière séance du Conseil des ministres du septennat 2012 – 2019, le Chef de l’Etat remercie et félicite le Premier Ministre et l’ensemble des ministres pour leur engagement républicain et le travail remarquable accompli durant ces sept (7) années.

Ainsi, le Président de la République rappelle que c’est grâce à l’action quotidienne des différents gouvernements et des ministres et de l’ensemble de leurs collaborateurs que les sénégalais ont sanctionné positivement son bilan et lui ont renouvelé leur confiance.

A cet égard, le Chef de l’Etat magnifie particulièrement l’engagement et l’abnégation de ce dernier Gouvernement qui a parachevé ses ambitions du premier mandat, avec à sa tête le Premier Ministre Mahammed Boun Abdallah DIONNE.

Poursuivant sa communication autour la prestation de serment prévue le 02 avril 2019 au Centre des Expositions de Diamniadio, le Président de la République indique que l’audience solennelle se déroulera en présence, notamment, de chefs d’Etat et de gouvernement, ainsi que de nombreuses délégations et personnalités étrangères qui ont déjà confirmé leur participation.

A cet égard, le Chef de l’Etat invite le Gouvernement à prendre toutes les dispositions pratiques adéquates en vue du bon déroulement de la cérémonie d’investiture et saisit cette occasion, pour réitérer ses remerciements au Peuple sénégalais pour sa confiance suprême renouvelée en son endroit.

Par ailleurs, abordant la célébration du 59ème anniversaire de l’accession de notre pays à la souveraineté internationale, le 04 avril 2019, placée sous le thème : “Forces de Défense et de Sécurité : un exemple dans l’éducation à la citoyenneté et à l’unité nationale” le Président de la République se félicite du choix du thème au regard de l’impératif de renforcer l’instruction civique, la discipline nationale, et, surtout, notre engagement patriotique quotidien au service de la consolidation de la République et de la Nation.

A ce titre, le Chef de l’Etat en appelle à la mobilisation de tous les segments du corps social autour du culte du travail, de l’excellence et de l’exemplarité.

En outre, le Président de la République demande au Gouvernement de prendre toutes les mesures idoines, en rapport avec les autorités administratives déconcentrées, les collectivités territoriales, et les forces de défense et de sécurité, pour une parfaite organisation des prises d’armes et des défilés civils et militaires sur l’ensemble du territoire national.

Dans ce cadre, le Chef de l’Etat informe qu’une prise d’armes suivie d’un Grand défilé sera organisée sous sa présidence, sur le Boulevard du Général De GAULLE à Dakar.

Enfin, abordant la bonne organisation de la 139ème édition de l’Appel de Seydina Limamou Laye et de la 78ème édition du DAAKA de Médina Gounass, le Président de la République demande au Gouvernement de mettre en œuvre toutes les mesures d’ordre sécuritaire, sanitaire et logistique, notamment hydraulique, nécessaires au bon déroulement de ces importantes manifestations religieuses respectivement les 5 et 6 avril 2019 à Yoff et du 06 avril au 15 avril 2019 sur le site habituel réhabilité et sécurisé de la retraite spirituelle de Médina Gounass.

En outre, le Président de la République demande au Gouvernement de veiller à l’encadrement et au soutien à l’organisation des célébrations du Magal de Porokhane et du Kazzu Rajab.

Le Chef de l’Etat a terminé sa communication sur le suivi des partenariats et son agenda.

Le Premier ministre a adressé au Chef de l’Etat ses sincères remerciements et ceux de tous les membres du Gouvernent pour la confiance placée en eux et l’honneur qu’il leur a fait de les avoir appelés à ses côtés pour servir la nation.

Il a ensuite présenté au membres du Conseil, le rapport général d’activités du Gouvernement 2012 – 2019, marqué par différentes réalisations, en mettant l’accent sur celles relatives entre autres, à l’inclusion sociale, à l’équité territoriale, aux performances économiques, au développement de l’agriculture, au rattrapage infrastructurel, au renouveau des transports de masse, à la hausse des investissements et la progression constante du budget national, à  la consolidation de l’Etat de droit, au développement des savoirs, à  l’autonomisation des jeunes et des femmes. Il a enfin rendu compte de la coordination des activités gouvernementales

Le ministre des Affaires étrangères et des Sénégalais de l’Extérieur a fait le point de la situation sous régionale, africaine et internationale.

Le ministre de l’Economie, des Finances et du Plan a fait le point de la conjoncture économique nationale et internationale.

Le ministre de l’Agriculture et de l’Equipement rural a rendu compte du suivi de la campagne de commercialisation arachidière, de la préparation de la prochaine campagne agricole en mettant l’accent sur les résultats définitifs de la campagne en cours, qui s’annoncent encore une comme des performances record.

Au titre des textes législatifs et règlementaires, le Conseil a examiné et adopté :

  • le projet de décret approuvant et rendant exécutoire le Plan Directeur d’Urbanisme de Dakar et ses environs horizon 2035.
